In 1962, the Government of Liberia received a donation of 90 acres of land in Paynesville form Ellen Mill-Scarborough to Establish a state-of-the-art mental health facility. The Catherine Mills Rehabilitation Center, in its day was a state-of-the-art mental hospital. The facility was a 75-bed facility with hospital staff quarters, research rooms, and patients’ rooms. The present tertiary Mental Hospital, ES Grant came into being when Catharine Mills was ransacked and looted during the civil war. E.S. Grant Mental Health Hospital was founded by Dr. Edward S. Grant, a Liberian psychiatrist, in 1999, May 10. Grant became a part of JFKMC in July 2010, serving as the only tertiary referral hospital in Liberia for mental health illness and treatment for people with Substance Abuse-related issues and co-occurring disorders.

E. S. Grant Mental Health Hospital offers services to people with Mental illness, Neuroleptic, and Substance use disorders.
